FOR BUSINESS OWNERS (an introduction)

Although investments to improve energy efficiency are cost effective and offer attractive rates of return, many profitable investment opportunities are being lost due to broad national, economic and institutional factors which restrict investments in energy efficiency.  But the problem of financing may be the major factor causing the slow rate of progress in developing countries in achieving modern standards of energy efficiency.  The lack of credit and the inability to obtain financing for projects are strong deterrents to investments in energy efficiency in many countries around the world.

Alternative financing mechanisms have developed because they can overcome the barriers that have inhibited profitable energy efficiency investments.   Competition for limited investment capital, uncertainty regarding the types of efficiency technologies and practices most worth adopting, risk aversion, and the lack of motivation on the part of facility owners are all addressed in one fashion or another by the alternative financing techniques: energy services companies and performance contracting. Energy Services Companies (ESCOs) are most often private companies that provide comprehensive energy efficiency or load reduction services to customers that own or operate facilities such as factories and buildings.  Performance contracting is an agreement for an energy cost saving retrofit where the project may be financed through reduction of energy cost.  In one type of agreement, a shared savings contract, the savings in excess of the finance charge are shared between the ESCO and owner.  In other types of agreements the minimum annual savings are guaranteed by the ESCO.   Variations on the contract allow either the ESCO or owner to provide any one of the project components including: project identification, financing, project engineering, construction management, project measurement and evaluation, commissioning and maintenance.

What is Demand-Side Management?

According to Hans Nilsson, Chairman of the IEA DSM Programme, Demand-side Management (DSM) can be looked upon either traditionally, as a tool to be used to change the demand for energy or more generally, as a tool for society to better use and distribute scarce resources.  In both cases, at least as far as this Agreement is concerned, the main thrust and reason for DSM activities are due to the necessity to increase energy efficiency and receive better value for the capital invested in the energy system. When implemented by energy utilities, this change might be in the amount of energy used or the pattern of its use.  For example, an electric utility may increase the power supply and provide customers with the kWh they ask for or provide better equipment that uses less kWh while providing more service.  Or the utility company may seek to change the pattern of energy use by applying straightforward and operationally, simple time-of-use pricing to shift the load.  In either case, the objective is to choose the best option to provide energy services at the lowest cost.
